As we know that, Every stem has Nodes and bear leaves , BUDS, etc. Here in the CASE of potato, The swollen part of this potato have small dips which bear Buds and leaves. But Roots can't do that. Hence, It's a Underground modified structure of stem called TUBER. Potato contains a bulk of starch as food prepared by leaves are stored in this tuber. Thus, we can justify that It's a STEM and NOT A ROOT.
But here, In the case of sweet potato, It have neither nodes nor bear buds or leaves. But INSTEAD It has Fibrous structure to absorb minerals and salts from Underground. Thus, It's A ROOT AND NOT A STEM.
