In this passage maybe they were talking about the POPULATION.....

we can SAY approx. 51000 if the accurate value is 51300 or 50.800 it means we can use the approximate value for lower values(it means the difference will be less) only but not for higher values like in millions if we use approx.of 39million people we can say it as below than 40 or 41.... but we can't use as 50 million because there's a huge difference........
