Answer» The essence of the Parliamentary form of Government is that the chief executive head of the State is a nominal head. All those powers vested in him are exercised by the Council of Ministers headed by the Prime Minister. The Prime Minister is the link between the President and the Council of Ministers. The Prime Minister is appointed by the President. The President invariably appoints that person as the Prime Minister who is the leader of the majority party in the Lok Sabha. The Prime Minister is the chief advisor of the President and as the present constitutional position stands, it is binding on the President to act on the advice of the Prime Minister. |
