Is the idea of democracy shrinking? Explain. How can democracy be reform and deepened?Or |

Answer» It cannot be said that idea of democracy is shrinking in India because public participation still persists in politics. The Right to Information Act has been evolved only with the objective of making the public or citizens of India aware of the functioning of the government and parties For instance, protests from several human rights organisations arose in the case of Delhi gang rape case which made the government to enact severe laws and punishments for erring criminals so that it does not happen to any other in future. People are aware of the functions of government and they are more literate and conscious in the selection of their representatives. Democracy can be reformed in the following few ways:(a) Legal Ways of Reforming Politics. Politics can be reformed in legal ways by introducing new laws that ban undesirable things. Carefully devised changes in law can help to discourage wrong political practices and encourage good ones. But legal-constitutional changes by themselves cannot overcome challenges to democracy. Democratic reforms can be better carried out mainly by political activists, parties, movements and politically conscious citizens. (b) Reforms through Legislation. Legal changes can lead to reforms but the results may be counter-productive. For example, banning people who have more than two children from contesting panchayat elections results in denial of democratic opportunity to many poor and women, which is not desirable. |
