The water n ICE particles in the cloud we see are simply too SMALL to feel the effect of gravity n velocity as a result they APPER to float on air
it's lk tiny dust particles in air against the shaft of sunlight
Indeed the distance from the center of a typical water droplet to its edge its radius n ranges from few tens of microns and the speed with which an object falls is related to its mass n surface area which is why it doesn't effect the particles in cloud
So even though typical clouds do CONTAIN tons of water, this water is spread out for miles for miles in form of tiny droplets or crystals n they are in negligent weigh
