Ice is solid at 0°C , while water is LIQUID at a room temperature; This is because the freezing point of water is 0°C at atmospheric pressure and the water is at liquid STATE in room temperature because it melts at 0°C at atmospheric pressure.

Water can be freezed at 10°C also if its pressure is increased.The state of MATTER not only depends on its temperature but it also depends on the pressure.
