Fluorine is RELATIVELY SMALLER in size and is ELEMENT with high ELECTRONEGATIVE property in periodic table .for fluorine to exibit any positive oxidation state it has to be bounded to negative element even HIGHER than it which is not possible, thus fluorine doesn't exibit positive oxidation state.hope the answer will help you ❤☺
