We know that for equal ROOTS the DISCRIMINANT must be equal to 0
so , D=0
but for it to have two equal roots the equation should be QUADRATIC , but as we EXPAND the eq. we get ,
3x^2-3x^2+2x-k+6=0
2x-k+6 = 0
so we see that , 2x-k+6=0 is not a quadratic equation .
