Carefully devised laws can help to discourage wrong political practices and encourage good ones.But legal constitution by themselves cannot overcome these challenges2. Any legal change should look at what results it will give on politics.sometimes results may be counter productive for eg many states have banned people with more than two children in contesting panchayat elections .This denied opportunity to many poor and women3. Democratic reforms are to be brought about principally through political practice.the most important concern should be to improve the quality of political participation by ordinary citizens.4. Any proposal for political reforms should think not only what is good solution but also about who will implement it and how.. |
