Due to higer (+7) O.S. of CL in `HClO_(4)` than in `HClO_(3)` (+5), the `ClO_(3)` part of `HClO_(4)` PULLS the electrons of the O-H more strongly than `ClO_(2)` part in `HClO_(3)`. As a result, the O-H bond in `HClO_(4)` can break more easily to liberate a proton than in `HClO_(3)` and hence `HClO_(4)` is more acidic than `HClO_(3)`.
