There are sixteen core beliefs currently incorporated in the charter, these being

democracy, human rights, international peace and security, tolerance respect and understanding, freedom of expression, the rule of law, good governance, the separation of powers, sustainable growth, protecting the environment, access to health, education and shelter, gender equality, international peace and security, tolerance respect and understanding, importance of young people in the Commonwealth, recognition of the needs of the smaller states, recognition of the needs of more vulnerable states, and the role of civil society.
