Initially it was based on the calorific value of the food intake and was fixed by planning commission as 2500 cal/day/adult. Any consumption below this minimal requirement (different for urban and rural) was considered as BPL Off late a number of committees have been formed , the prominent being the Tendulkar committee which take recourse to a combination of factors like access to health, education, housing etc and converting the same to monetary value to determine the BPL. However the GoI is yet to adopt any solid yardstick as to identify the poor people of the nation.
